How do you archive materials that keep being updated?

No, we’re not talking about technological archiving projects. We are talking about stacks of documents that should be archived under titles (just like encyclopaedias. We are going to categorise the documents and bind them into books). The problem is, those documents are frequently being updated. For instance, the topic “Capitalism” is in the volume “from Capitalism to Gay Marriage”. When there is new data about Capitalism, how could we insert that into the book?
Is there any way we could archive frequently-updated materials in an encyclopaedic style?

In Print, the only way to do that is loose leaf binding, replacing
altered pages as they come up.
We do it with construction Codes etc.
