how to remove a bolts with black undercarriage spray covering it?

I’m looking to remove 2 10mm bolts in the wheel well of my prelude however after just looking at it right now its got that black undercarriage anti rust whatever stuff sprayed over it. Is there something I spray on top of that to soften it up or do I sand down the nuts? any advice would be great

your talking about undercoating. just knock the undercoating off and take the bolts out.
