Foil Variant
How many volts? Sky voltage, atmospheric voltage variant with 100′ wire…?
I have a 115 foot piece of magnet wire. If I tie it to a helium balloon covered in foil, how many volts (and how long will it take) will build up on the wire?

Will I get a static shock if I touch it, or will it be dangerous?
Static electricity needs energy to be produced. Rubbing amber on wool will do it. The fast rising moisture in a thunderstorm will do it. An aircraft flying fast in the clouds will do it.
But simply having a balloon hovering won’t do it; you need friction.
When I fly my airplane and refuel, I have first to connect the exhaust to a ground wire otherwise I risk a spark when I come with the fuel line.
If you are rescued at sea by a helicopter the winch man will first dip the wire in the sea before being hoisted down to rescue you.
All that is because of the static electricity in the air. But it requires friction or another form of energy. This is the simple law of the conservation of energy: What goes out must first come in. And if you know a way to do otherwise, you will save the world from its energy crisis!
