Is Kerala Govt Gives Higher Grade to Exservicemen?
Some of the exservicemen are enjoying the benefit of Higher Grade in Kerala Govt Service. But all are not aware of it.
The Kerala Service Rules refer to such concessions wherever it is applicable. Orders are difficult to obtain and different departments follow different patterns.
A major problem in Kerala is the difficulty in getting the promised concessions sanctioned. Men are good at finding loopholes.
Some departments fix ex-servicemen’s pay taking into account the years spent in army.
Military service is countable for civil pension. The KSR is clear about it. When you submit all your pension papers, you are asked to submit the military verification certificate. When you do that, you are asked to refund the gratuity you had received; no one is clear as to which head of account it is to be credited. There is provision in the KSR to adjust this amount from civil gratuity due. Though this is an easier procedure, men are interested in finding faults rather than taking an helpful attitude.
Promises are seldom kept. Orders are there regarding everything but hurdles are put at every stage.
