When Robin, Aqualad, Kid Flash and Superboy were out of the Cadmus lb their were two green lanterns isn’t there suppose to be one?

They recently decided that there would be 2 in each space sector. They made so many Green Lantern characters over the years that are still popular that they don’t want to get rid of.
